Solar and Renewable Programs in PA, NJ and DE

Solar and renewable energy projects are being successfully installed now!  Join us as we explain how to make it happen.  Solar equipment costs are coming down.  Federal tax incentives and state rebates combined with RECs have made solar installations cost effective.


Mr. Ronald Fisher is the Founder of MillCrest Law LLP.  He will discuss:

  • How Solar Energy Projects are successfully being installed in New Jersey. 
  • An overview of RPS (Renewable Portfolio Standards) in PA, NJ, and DE.  What are the goals?  What are the moneys available?  What is the status of the programs?
  • How are RECS (Renewable Energy Certificates) and SRECs (Solar RECs) processed?
  • How do you monetize a REC or SREC?
  • Purchasing RECs - Auction, bi-lateral agreements, or spot market purchases.
  • Economic case study of a NJ solar project will be demonstrated.

Mr. Ron Celentano is a Solar Consultant with Celentano Energy Services.  Mr. Celentano will give a comprehensive overview of the present state of solar energy and the principles of developing a solar project.  The presentation will cover:

  • Basics of a PV installation and advances in collector efficiencies.
  • Calculating the annual kWh production based on the kW rating of the solar collector. 
  • Costs of solar installations.
  • Demonstration of solar design tools.
  • Impacts of proper design, siting, and installation. 
  • Examples of code violations, shading impacts, and improper design.
  • What's new in solar:
    • Building integrated systems such as solar roofing, solar windows, and innovative designs.
    • Thin film.
  • Present and future status of rebates and SRECs for solar installations.
  • Economic case study of a PA solar project will be demonstrated.

Time permitting at the end of the presentations, attendees will be asked to contribute additional knowledge on the presentation topics.  The above programs are works in process and continually evolving.  Anyone with knowledge of recent developments or pitfalls they experienced are welcome to share their experiences.


Speakers Biographies:

Mr. Ronald Fisher is the founder of MillCrest Law LLP.  Ron has two decades of experience as a counselor and attorney-at-law, primarily as a transactional, corporate, and commercial lawyer.  Prior to founding MillCrest Law, he practiced with prominent AmLaw 100 firms, including Skadden, Arps, Slate, Meagher & Flom LLP and, most recently, Blank Rome LLP where he led that firm's energy industry group.  In the electric power industry,  Ron has led legal teams on M&A and financing transactions involving about $4 billion of electric generation assets, including nuclear, fossil-fuel, and renewable energy facilities, most notably solar and landfill gas generation projects.  He received his Juris Doctor degree, with honors, from Rutgers-Camden School of Law and is admitted to practice law in the States of Delaware and New Jersey, and the Commonwealth of Pennsylvania.  He is currently a member of the Board of Directors of Cleantech Alliance Mid-Atlantic, a non-profit business association established to foster contacts among alternative energy professionals in the mid-Atlantic region.  Ron can be reached at 610-977-2425 or [email protected].


Mr. Ron Celentano is a solar energy industry consultant with Celentano Energy Services (CES), which is an organization, dedicated to the adoption of solar energy technologies, particularly solar photovoltaic (PV) systems, and also small wind and energy efficient technologies.  He is the administrator of the Sustainable Development Fund Solar PV Grant Program, President of Pennsylvania Solar Energy Industries Assoc. (PASEIA), V.P. of Mid-Atlantic Solar Energy Industries Assoc. (MSEIA) for Pennsylvania, board member of the Philadelphia Solar Energy Assoc., and The Energy Cooperative of PA, and on the board of the Technical Review Committee for the American Solar Energy Society.

He started designing/installing solar hot water and space heating systems over 30 years ago, and started designing/installing solar PV systems over 14 years ago.  Overall, he is a solar PV industry consultant; an inspector of qualified solar PV systems under the SDF Solar PV Program; trainer of new/existing solar PV installers; provides technical assistance with design and troubleshooting problems; monitors and analyzes system performance.  In addition, he does building energy modeling for LEED and other energy efficient whole building designs.

Mr. Celentano has also been very involved with solar energy policy issues in PA for over 14 years, helping spearhead and develop the utilities' solar share requirement, crafting net metering and interconnection laws and regulations, working on the Energy Independence Strategy for PA, and help shape the recently launched PA Sunshine Program.  He holds a BS in Physics and MS in the field of Mechanical Engineering.
